COVID-19: the EU needs a collective response and workers must be protected
Europe has become the epicenter of the pandemie, affecting all EU Member States. The EU must now respond swiftly, strongly and in a coordinated manner to protect its people from COVID-19 and avoid a major economic recession.
The emergency package presented by the EU Commission on 13 March is a step in the right direction. In line with measures taken by some national governments, it is essential that the EU adopts an umbrella emergency plan. This plan must secure the necessary sanitary supplies to the EU health systems; guarantee that Member States can fully use the flexibility of the State Aid and the Stability and Growth Pact Frameworks to boost the economy; support people whose income and jobs are affected and support impacted companies. The EU must give an answer at the scale of this global threat!
Workers must be protected, and employers must take their responsibility towards them. Not every worker has the possibility to work from home. Industrial workers on the production line cannot work remotely and employers must take appropriate measures to protect them. Failure of employers to do so, will put them in danger and this is inacceptable. Employers must focus their efforts on prevention including social distancing at the workplace, adapting working time to prevent workers from commuting during rush hours, etc. Social partners at all levels should discuss and agree on urgent measures to protect the health of workers in the workplace. If they fail to do so, public authorities must step in.
Public authorities should fully compensate the salaries of workers that are required to go into quarantine and have no possibility to work from home. Public authorities must also extend sick pay to ever worker. With the explosion of precarious work over the past decades, many workers do not actually qualify for sick pay. Thus, many potentially exposed workers will continue working rather than voluntary self-isolate. We cannot accept that the most vulnerable workers will risk infection by working and contribute to spreading the virus, because they remain outside of the scope of emergency measures. The EU must guarantee that regardless of the form of work, every worker is entitled to sick pay from day one with full compensation for the loss of income.
In the coming weeks, industriAll Europe will carefully monitor the impact of the COVID-19 outbreak on the industrial sectors and industrial workers.
Covid-19: L’UE ha bisogno di una risposta collettiva e i lavoratori devono essere protetti.
L'Europa è diventata l'epicentro della pandemia, colpendo tutti gli Stati membri dell'UE. L'UE deve ora risponde rapidamente, con forza e in modo coordinato per proteggere la sua gente da COVID-19 ed evitare una grave recessione economica.
Il pacchetto di emergenza presentato dalla Commissione europea il 13 marzo è un passo avanti nella giusta direzione. In linea con le misure adottate da alcuni governi nazionali, è essenziale che l'UE adotti un piano di emergenza. Questo piano deve garantire le necessarie forniture sanitarie al Sistemi sanitari dell'UE; garantire che gli Stati membri possano sfruttare appieno la flessibilità dell'aiuto di Stato e il patto di stabilità e crescita per rilanciare l'economia; sostenere le persone il cui reddito e i posti di lavoro sono coinvolti e supportare le aziende colpite. L'UE deve dare una risposta su vasta scala di questa minaccia globale!
I lavoratori devono essere protetti e i datori di lavoro devono assumersi le proprie responsabilità nei loro confronti. Non tutti i lavoratori hanno la possibilità di lavorare da casa. I lavoratori industriali sulla linea di produzione non possono lavorare in remoto e i datori di lavoro devono adottare le misure appropriate per proteggerli. Un fallimento dei datori di lavoro in ciò li metterà in pericolo e questo è inaccettabile. I datori di lavoro devono concentrare i propri sforzi in materia di prevenzione, inclusa la distanza sociale sul luogo di lavoro, adattando l'orario di lavoro per evitare che i lavoratori si spostino durante le ore di punta, ecc. Le parti sociali a tutti i livelli dovrebbero discutere e concordare misure urgenti per proteggere la salute dei lavoratori sul luogo di lavoro. Se non ciò non avviene, le autorità pubbliche devono intervenire.
Le autorità pubbliche dovrebbero compensare completamente le retribuzioni dei lavoratori che devono entrare in quarantena e che non hanno la possibilità di lavorare da casa. Anche le autorità pubbliche devono estendere l’indennità di malattia a qualunque lavoratore.
Con l'esplosione del lavoro precario negli ultimi decenni, molti lavoratori in realtà hanno diritto alla malattia. Pertanto, molti lavoratori potenzialmente esposti continueranno a lavorare piuttosto che entrare nell'auto-isolamento volontario.
Non possiamo accettare che i lavoratori più vulnerabili rischieranno infezioni lavorando e contribuendo, così, alla diffusione del virus, perché rimangono al di fuori delle misure di emergenza. L'UE deve garantire che, indipendentemente dalla forma di lavoro, ogni lavoratore ha diritto alla retribuzione per malattia dal primo giorno con l'indennità completa per la perdita di reddito.
Nelle prossime settimane, IndustriAll Europe monitorerà attentamente l'impatto della diffusione del COVID-19 sui settori industriali e fra i lavoratori industriali.
